I just read the Character/Glyph model and I'm pleased that it turned out so well. I've been trying to describe this to others in the past, and this document appears to succinctly say it all. My only comment is that there are a number of incorrect glyphs: on the page in the examples in Annex B and I think that the German quotes at the end of page 6 are reversed, showing end quote followed by start quote, where the other two examples are start quote followed by end quote. ............
