Disposition of Comments
The FPDAM appears in JTC1/SC2 N 3002 (also SC2/WG2 N1681).
Responses to the letter ballot appear in JTC1/SC2 N 3109 (also SC2/WG2
N 1790).
A late comment from USA is in SC2/WG2 N 1875 “Defect Report on Reversed
Question Mark in FPDAM18”.
The ballot results are:
-YES 19 (with comments from Ireland, U.K., and U.S.A.),
- NO (Netherlands)
National bodies that submitted comments are listed below. Where a national body has submitted a negative vote the indication (N) appears after its name in the list.
Ireland.
Accepted.
The character SQUARE WAVE proposed at 237C will be removed.

Netherlands. (N) Not accepted.
Many National Bodies within JTC1/SC2 wish to make the distinction between
letters S and T with cedilla and the same letters with comma below in some
circumstances.
It is recognised that this distinction has not always been consistently
adopted in printed material, as is clear from the examples provided by
the Netherlands in SC2 N3047. However there is a need to provide separate
code positions now so that the distinction can be adopted in future wherever
desired.
An explanatory note, shown below, will be added to Annex P for the
four charaters to which this comment applies. This is intended to address
the concerns expressed by the Netherlands in more detailed explanations
of the comment that apears in the ballot response.

0218 LATIN CAPITAL LETTER S WITH COMMA BELOW
This character is intended for use only in those cases where it is
necessary to make a distinction from the letter with cedilla. Both forms
of the letter may be found in a single document written in a single language,
e.g. Romanian or Turkish.
In ISO/IEC 8859-2 only a single (8-bit) coded character is provided,
LATIN CAPITAL LETTER S WITH CEDILLA, which maps to 015E in ISO/IEC 10646
by default, and may map by mutual agreement between sender and receiver
to this letter with comma below. See ISO/IEC 8859-2 for further information
on the use of that standard.
0219 LATIN SMALL LETTER S WITH COMMA BELOW
This character is intended for use only in those cases where it is
necessary to make a distinction from the letter with cedilla. Both forms
of the letter may be found in a single document written in a single language,
e.g. Romanian or Turkish.
In ISO/IEC 8859-2 only a single (8-bit) coded character is provided,
LATIN SMALL LETTER S WITH CEDILLA, which maps to 015F in ISO/IEC 10646
by default, and may map by mutual agreement between sender and receiver

UK.
Technical comment. Accepted.
8D MONOSTABLE SYMBOL will be retained and 7C SQUARE WAVE will be removed.

Editorial comments.
1. Not accepted. The capital letter is clearly higher within the box
than the small letter. It is also somewhat wider than the small letter.
2. Accepted in principle. The glyph will be adjusted slightly.
3. Accepted.
4. Not accepted. The intention is to adopt upper case acronyms, and
to harmonise the glyphs for existing characters in Table 35 and elsewhere
at the Second Edition.
USA.
SC2 Ballot response: Accepted.
There is no need for these characters to be distinct. 7C SQUARE WAVE
will be removed.
