UTC Consensus: We need to encourage the use of Unicode Version 3 to avoid synchronization issues.

10646-1, Second Edition

Action Item 80-28 for All: Review L2/99-168 (10646-1 second edition) and send comments either directly to WG2 or through the Unicode liaison. Input needs to be received by July 15, 1999.

UTC Consensus: We need to correct the glyph for U+301C to match the glyph used in Unicode 1.0 and the first edition of 10646 with the following action item:

Action Item 80-29 for Asmus Freytag: Prepare a response for Bruce Patterson regarding the editorial corrigendum on the glyph for U+301C. Also contact Japan to see how they can be satisfied.

[80-M14] Motion: Have the editorial committee create a proposed technical corrigendum to have 10646-1 normatively reference the Unicode Standard for UTF-16 serialization in clause 6.3. The technical corrigendum also will recommend adding escape sequences for UTF-16 BE and LE in Annex C and other appropriate places.

Recursion Limit for Ideographic Description Characters

[80-M15] Motion: Add language to Unicode Version 3 to say that ideographic description sequences should be as short as possible. They must not have a scanback length greater than six or a total length of more than 16 characters. The editorial committee has the discretion to change these limits before the book is published. UTC Consensus: We cannot take the three annotation characters (U+FFF9, U+FFFA, U+FFFB) out now. Their use with markup languages should be explained in Proposed Draft Unicode Technical Report #20, The Use of Unicode with Markup Languages.
