We also need to elaborate the definition of deprecated. In particular;

Deprecated characters will never be deleted, but are strongly discouraged. In particular:

• Implementations should not generate deprecated characters
• If an implementation receives a deprecated character, it should (but is not required to) replace that character by suitable markup or by making other appropriate changes to the text.
• Other standards that reference the Unicode standard should not encourage (or require) use of deprecated characters.

3. For item 3, the UTC should discuss over time which characters could be added to the Deprecated property, using Ken's L2/01-301 breakdown as a guideline.
