Canada

Canada votes NO on this FDIS for the following reason. 
 
Knowing this is a YES/NO ballot with no commenting capability, I am not sure if the following is an EDITORIAL error made during the preparation of this FDIS or not. If this is considered to be an editorial fix and gets corrected Canada can reverse its ballot to YES.  
 
Canada had asked for the following during the FCD ballot: 
 
In the NOTE at the end of clause 8.1, indicate that "the shaded positions 00/00 to 01/15 and 07/15 to 09/15 are outside the scope of this International Standard".  
 
The editor has included 02/00 in the above .. because 02/00 position is also shown shaded. However, even though 02/00 is shaded, it is very much WITHIN the scope of this International Standard -- see clause 7 a (SPACE), 8.3 b, last paragraph.  
 
To include 02/00 in the above note is a MISTAKE and MUST be corrected to 01/15.
