Title: Draft UTC Response to Internet Draft "draft-liana-idn-stone-00.txt"

Date: October 31, 2001

The following paragraphs constitute a draft UTC position with regard to
the document "Establishing a Rosetta Stone of Internet" by Liana Ye,
published as draft-liana-idn-stone-00.txt dated September 25, 2001.

In reference to the document "Establishing a Rosetta Stone of Internet" by
Liana Ye, published as draft-liana-idn-stone-00.txt dated September 25,
2001, the Unicode Technical Committee believes the transliteration approach
to IDN is not a good one and rejects the suggested scheme. Furthermore,
any model incorporating retention of input context is unworkable in
practice and subject to subtle errors.

The document suggests, in its opening abstract, that joint efforts of
several organizations are necessary, and specifically mentions the Unicode
Consortium. The Unicode Technical Committee has no interest in being
associated with any such effort, since the basis of the approach is
considered flawed.
