In the line break file the character still has a category of CM. Unlike most combining marks this character affects the form of the letters either side of it and has no glyph, but rather appears as a small amount of white space inside the word. I think it would be better if it had a category of GL which is given to U+202F NARROW NO-BREAK SPACE which has a similar (but not identical) purpose. (U+202F has a General Category of Zs too.)
