There was an inadvertent change introduced in the 4.1.0 linebreak. The new
rule 18b needs to be moved above 7b.

LB 18b Do not break a Korean syllable.
JL  × JL | JV | H2 | H3
JV | H2 × JV | JT
JT | H3 × JT


Otherwise JL umlaut JV behaves differently on 4.1.0 than in previous
versions, and does not behave as a grapheme cluster.
