L2/06-351 Title: WG2 Consent Docket Author: Ken Whistler Date: November 6, 2006 Action: For consideration by the UTC/L2 WG2 met at the end of September in Tokyo, and took a significant number of actions, progressing Amendment 3 to FPDAM and initiating a PDAM for a new Amendment 4. (See the separate report of WG2 actions.) In this consent docket summary, as usual, I list all of those particular items where decisions taken by WG2 result either in approvals of character or other changes that the UTC needs to consider to bring the Unicode Standard back into synchronization. As much as possible, I list both the relevant WG2 document numbers and the corresponding L2 document number (if any), to make it easier to find the documents in question and to relate to agenda items. Topics are called out with specific letters. Note that for the most part this time around, the WG2 approved a large number of new small allocations that the UTC had already considered. The main issues have to do with several new approvals for Amendment 4. ============================================================ Additions for FPDAM 3 A. Telugu fractions and weights WG2 added the following characters for FPDAM 3: 0C78 TELUGU FRACTION DIGIT ZERO FOR ODD POWERS OF FOUR 0C79 TELUGU FRACTION DIGIT ONE FOR ODD POWERS OF FOUR 0C7A TELUGU FRACTION DIGIT TWO FOR ODD POWERS OF FOUR 0C7B TELUGU FRACTION DIGIT THREE FOR ODD POWERS OF FOUR 0C7C TELUGU FRACTION DIGIT ONE FOR EVEN POWERS OF FOUR 0C7D TELUGU FRACTION DIGIT TWO FOR EVEN POWERS OF FOUR 0C7E TELUGU FRACTION DIGIT THREE FOR EVEN POWERS OF FOUR 0C7F TELUGU SIGN TUUMU These were based on WG2 N3116 (= L2/06-250) and a response document WG2 N3156. The UTC considered these before, but was looking for more input. N3156 provided more input, and at this point I think the best course is to simply accept the set to resynchronize with Amendment 3. B. Tibetan extensions for Balti WG2 added the following characters for FPDAM 3: 0F6B TIBETAN LETTER KKA 0F6C TIBETAN LETTER RRA These were based on WG2 N2985 (= L2/05-243) and a response document WG2 N3010 (= L2/05-338), both of which the UTC considered some time ago. In the meantime, the principle proponents got together, resolved the differences, and came to a consensus that only two characters were needed, instead of four. Those are the two that WG2 accepted. I think the UTC should approve these two to resynchronize with Amendment 3. C. Myanmar extensions for minority languages WG2 added 39 Myanmar characters for PDAM 4, for Karen, Kayah, Shan, and Palaung. These are: 1022 MYANMAR LETTER SHAN A and 38 characters in the range 1065..108A. The details are in WG2 N3142 (= L2/06-303) for Karen and Kayah and WG2 N3143 (= L2/06-304) for Shan and Palaung. These are in addition to the extensions for Mon and S'gaw Karen that the UTC considered and approved at an earlier meeting. These additional extensions for minority languages seem well-defined to me, and were accepted by WG2 for the *new* amendment, where they will received two formal ballot reviews. The UTC should review and discuss the documents in question, but in my opinion these are ready for approval, and the UTC should do so to resynchronize with Amendment 4. D. Lanna WG2 accepted the Lanna script in a new Lanna block, 127 characters in the range 1A20..1AAF, for PDAM 4. These were based on the proposal document WG2 N3121 (= L2/06-258), a response document from Ngwe Tun, WG2 N3159 (= L2/06-311), comments from China in WG2 N3161 (= L2/06-319), and a WG2 Lanna ad hoc meeting report, WG2 N3169 (= L2/06-320). The U.S. abstained in WG2 on the approval of this script, because it is a rather complex Indic script that the UTC had not reviewed and approved as yet. However, all of the concerns by Ngwe Tun and China seemed to be addressed by the ad hoc report, so there was sufficient consensus to proceed with ballotting the script in PDAM 4. I think the UTC should review the documents carefully, and then approve Lanna for encoding, to resynchronize with Amendment 4. E. Game Symbols WG2 accepted game symbols for draughts (= checkers), dominos, and mahjong as follows: 26C0 WHITE DRAUGHTS MAN 26C1 WHITE DRAUGHTS KING 26C2 BLACK DRAUGHTS MAN 26C3 BLACK DRAUGHTS KING 44 Mahjong tile symbols in a Mahjong Tiles block, 1F000..1F02F 100 Domino tile symbols in a Domino Tiles block, 1F030..1F09F These were based on revised versions of documents that the UTC has seen on several occasions, and in particular on WG2 N3147 (= L2/06-306). The mahjong tile symbols are much simplified from the previous versions the UTC had seen, and are now accompanied by a suitable font. The domino tile symbols accepted were the result of prior feedback from the UTC suggesting limitation to the common 6-dot set of dominos. At this point, I think the UTC should proceed to approve this collection of game symbols, to resynchronize with Amendment 4. F. Old Church Slavonic combining marks WG2 approved the 22 characters and glyphs for OCS combining letters above, in the range 2DE0..2DF5. That is already in synch with the UTC approval. However, WG2 approved a different block name for this block, to wit: CYRILLIC EXTENDED-A The UTC should update its approval to record that as the approved block name for this repertoire. Note also that WG2 was put on notice that there will be some ballot comments on the character names (and possibly glyphs) for this repertoire, so this won't be the last that the UTC hears of this set. G. Insular Latin letters WG2 approved 13 Insular Latin letters in the following ranges for FPDAM 3: A779..A77F A782..A787 These are based on WG2 N 3122 (= L2/06-266). The UTC had approved the rest of the characters in that document, but held off approval of the 13 in question pending resolution of concerned expressed by the U.K., in particular. Those concerns were withdrawn in WG2, leading to consensus to add the 13 additional characters. At this point, the UTC should approve them, to resynchronize with Amendment 3. H. CJK Unified Ideographs Extension C This is a big one! WG2 finally got the final documentation from IRG and approved the next unified ideographs extension. This constitutes 4219 additional Han characters in the range 2A700..2B77A, in a new block named: CJK UNIFIED IDEOGRAPHS EXTENSION C This will require careful further review by experts, of course, but has already been through the wringer for some years now in the IRG work. I believe it is ready for approval by the UTC, as long as those concerned make sure the relevant checking is done before we sign off on the FPDAM ballot for Amendment 4. The main report from the IRG is WG2 N3134, with multiple parts for the detailed submission.
