In response to the action item above, I submit this document for discussion at
the upcoming UTC meeting #110.
After analyzing the review document
L2/06-371,
I propose the following updates:
Change from BA -> AL
The review states that no break occurs after this character - unfortunately
the reviewer did not give this character more than a short mention.

Change from BA -> EX
Since Mongolian is likely to occur in mixed text with Chinese ideographs, it is
important to make sure that these characters do not appear at the beginning
of a line, even after a space. (That is the main difference between EX and BA).

The assertion from the Coptic experts is that spaces before such punctuation
should not allow a break.
Ethiopic line break
Ethiopic line break seems to have some peculiarities all of its own. In fact the
reviewer makes the case that Ethiopic essentially works like ideographs,
i.e. allowing line breaks after every syllable, without indication of
hyphenation.
This requires further follow up.
