[114-C0] Consensus: The UTC notes with great sadness the tragic loss of Prof. R. K. Joshi, who passed away at 11:00 p.m., Monday, February 4, 2008, in San Francisco, on his way to attend this meeting. The UTC extends its deepest condolences to Professor Joshi's family, friends, and his many colleagues around the world.

[114-C1] Consensus: Adopt in principle the policies on stability for decomposition mapping, canonical combining class, and case pairs that are documented in L2/08-079

[114-C2] Consensus: Modify the list of SContinue characters in Proposed Update Unicode Standard Annex #29: Text Boundaries based on L2/08-029 after verifying canonical and compatibility closure.

114-C3] Consensus: Add definitions D51a and D56a as documented in L2/08-047 to Unicode 5.1 after editorial review.

[114-C4] Consensus: Update the definitions D60 and D61 in Chapter 3 for Unicode 5.1, as documented in  L2/08-047 and modified in discussion.

[114-C5] Consensus: Change the text of Proposed Update Unicode Standard Annex #29: Text Boundaries to modify word break behavior so as to break before and after NewLine character sequences. [L2/08-083]

[114-C6] Consensus: There is good editorial feedback in L2/08-072, which should be considered by the Editorial Committee for Proposed Update Unicode Standard Annex #29: Text Boundaries for Unicode 5.1.

[114-C7] Consensus:
For Thai, Lao, and Tai Viet define a new Grapheme_Cluster _Break property value called "Prepend" with short name "Pp" and appropriate rules, with the contents to be the characters that have the value "logical order exception" (U+0E40..U+0E44 and U+0EC0..U+0EC4). Add certain other Thai & Lao vowels to grapheme extend (U+0E30, U+0E32, U+0E33, U+0E45, U+0EB0, U+0EB2, U+0EB3).

[114-C8] Consensus: In Proposed Update Unicode Standard Annex #29: Text Boundaries explain the relationship between aksaras and extended grapheme clusters, and why aksaras are not included in extended grapheme clusters.

[114-C9] Consensus: Advance Proposed Update Unicode Technical Standard #10: Unicode Collation Algorithm to approved Unicode Technical Standard #10: Unicode Collation Algorithm after editorial work and small data fixes for Unicode 5.1. [L2/07-366]
  [114-C10] Consensus: Change the bidi category of U+1929 LIMBU SUBJOINED LETTER YA, U+192A LIMBU SUBJOINED LETTER RA, U+192B LIMBU SUBJOINED LETTER WA from NSM to L; and change the general category of U+A802 SYLOTI NAGRI SIGN DVISVARA from Mc to Mn. [L2/08-075]
[114-C11] Consensus: Change the combining classes of U+1DCE COMBINING OGONEK ABOVE and U+1DD0 COMBINING IS BELOW to 214 and 202 respectively.
[114-C12] Consensus: Add a note under conformance clause C7 in section 3.2 of the Unicode Standard pointing to Unicode Technical Report #36: Unicode Security Considerations for the security issues involved. In section 16-7 of the Unicode Standard change "removal" of non-characters to "replacement" and add a note pointing to Unicode Technical Report #36: Unicode Security Considerations. In Unicode Technical Report #36: Unicode Security Considerations discuss non-character and normalization issues. [L2/07-415]

[114-C13] Consensus:
Take comments on Proposed Update Unicode Technical Report #36: Unicode Security Considerations from document L2/08-075 into consideration in the next update.

[114-C14] Consensus: Advance Proposed Update Unicode Technical Report #36: Unicode Security Considerations to approved Unicode Technical Report #36: Unicode Security Considerations in the Unicode 5.1 timeframe.

[114-C15] Consensus: Remove controls (general category = Cc), surrogates, and non-characters from default ignorable. [L2/08-027]

[114-C16] Consensus: Delegate to the members of the South Asian Subcommittee who are voting UTC members the task of finalizing Tables 2, 3, and 4 of Unicode 5.1 and the text pertaining to those tables. If consensus cannot be reached among the voting members, then the chair of the South Asian Subcommittee shall request a UTC letter ballot to decide the issue. The subcommittee chair is to ensure that a written report documenting the decisions is submitted for the L2/UTC document register within a week after the conclusion of the meeting.

[114-C17] Consensus: Post Working Draft Proposed Update Unicode Technical Report #25: Unicode Support for Mathematics as Proposed Update Unicode Technical Report #25: Unicode Support for Mathematics after updating. [L2/08-107]

[114-C18] Consensus: Add to PropertyValueAliases.txt three values: Greek, Combining_Marks_for_Symbols, and Private_Use, with the normal format. [L2/07-405]

[114-C19] Consensus: Adopt as aliases in PropertyValueAliases.txt: ASCII, Latin-1, and Canadian_Syllabics in the normal format, for Unicode 5.1. [L2/07-405]

[114-C20] Consensus: Add the Tamil table in L2/08-078 and documentation of it to Unicode 5.1, as amended in the discussion. 

[114-C21] Consensus: Accept the Tamil provisional named sequences as approved for a future version of the standard, and note their status in the text of Unicode 5.1. [L2/08-078]

[114-C22] Consensus: Accept the proposed text concerning Ideographic Variation Database (IVD) sequences in L2/08-109 section 2 for a future version of the standard. [L2/08-109]

[114-C23] Consensus: Advance Working Draft Unicode Technical Report #45: U-Source Ideographs to Draft Unicode Technical Report #45: U-Source Ideographs and post for public review. [L2/08-053]

[114-C24] Consensus: After hearing the Chennai meeting report and having a preliminary discussion, the UTC resolves to explore avenues for making improvements in the ability of software to support Tamil.

[114-C25] Consensus: Approve section 1 of document L2/08-110 on dandas as amended in discussion, and submit a new document to WG2.

[114-C26] Consensus: Based on feedback from scholars and Government of Sri Lanka, remove archaic Sinhala numerals from Amendment 5 of 10646 and consider them for a future amendment pending further investigation. [L2/08-007, L2/08-068, L2/08-111]

[114-C27] Consensus: Approve the revised Tai Tham chart and nameslist as documented in L2/08-037, with the addition of the two subjoined variants in L2/07-073 at U+1A5D and U+1A5E. [L2/08-073]

[114-C31] Consensus: Approve the recommendations in L2/08-108, the first two of which are for Proposed Update Unicode Standard Annex #31: Identifier and Pattern Syntax in Unicode 5.1. The third is a request for the officers to add a stability policy for the General_Category values Private_Use, Surrogate, and Control, confirming that they are immutable.
