Attached below is a summary of decisions made at the January 2008 INCITS Executive Board meeting concerning the reorganization of the US TAG to JTC 1/SC 22.  Please note that the organizational changes will not take place until the April 28, 2008 formation meeting of INCITS/PL22.

Background - Notification of the Establishment of the INCITS Technical Committee on Programming Languages - INCITS/PL22

At the September 2007 meeting, the INCITS EB approved the following restructuring to better align with the structure of JTC 1:

In preparing the implementation plan associated with the EB decision to restructure the US TAG to SC 22 by reforming CT22 as a new TC (Programming Languages) with each of the existing programming language committees becoming a TG and the Linux SG becoming a TG, a number of issues were identified that required further consideration.   To address these issues and prepare the implementation plan for the restructuring of CT22, the J-Committees and the SG on Linux were invited to join the INCITS Ad Hoc on SC 22 TAG Restructuring.

At the January 2008 meeting of the INCITS Executive Board, the EB discussed the report and recommendations of the INCITS Ad Hoc on SC 22 TAG Restructuring.  A summary of the related decisions is as follows:

INCITS/CT22's disbandment will be effective at the start of the formation meeting for the new Technical Committee (TC) INCITS/PL22 - Programming Languages. The Executive Board approved the stabilization of the standards in the maintenance committees' (INCITS/PL22.1 (J1), PL22.9 (J9), PL22.15 (J15), PL22.18 (J18)) programs of work, the transfer of the standards to the INCITS/PL22 program of work and disbandment of the maintenance committees (J1, J9, J15, J17 and J18).

INCITS/PL22 has been assigned the following program of work:

The domestic projects in the programs of work from the disbanded committees (INCITS/PL22.1 (J1), PL22.9 (J9), PL22.15 (J15), PL22.17 (J17) and PL22.18 (J18), as well as the programming language related projects and standards currently in the INCITS Executive Board (excluding Linux and POSIX) and CT22 programs of work have been reassigned to the new technical committee INCITS/PL22.

The INCITS Executive Board approved the assignment of all Linux and POSIX projects and standards to INCITS/PL22.23.

The naming scheme and associated TAG assignments for the new TC on Programming Languages and associated Task Groups is as follows:

Linux and POSIX projects

The delegation of subsidiary TAG authority for the IEEE/SC 22/WG 9 Ada TAG to JTC 1/SC 22/WG 9 was confirmed.  The following project TAG assignments were confirmed:

INCITS/L2 - TRs 10176, 11017 and 14652 and ISs 14651 and 15897

INCITS/L8 - IS 11404

The two non-language INCITS TCs that hold project TAG assignments in SC 22 (INCITS/L2 and L8) and the externally held IEEE SC 22/WG 9 TAG will need to establish Liaison membership on the new INCITS/PL22.

The INCITS Executive Board has directed the Procedures Board Committee (PBC) to prepare RD-2 text that makes TG Chairmen ex-officio members of their parent TCs.

The currently appointed Chairs and International Representatives for the programming language committees will be retained for the restructured TGs (the INCITS/PL22 Task Groups) with the needed calls being issued to fill vacant positions.  Calls for volunteers will be issued to identify candidates to serve as officers for the new TC (INCITS/PL22 - Programming Languages, their environments and system software interfaces).

Mr. John Benito, Vice Chairman of INCITS/CT22, will convene the formation meeting of INCITS/PL22.

Announcement of the April 28, 2008 Formation Meeting of INCITS/PL22

The formation meeting of INCITS/PL22 - Programming Languages, will be held April 28, 2008 at the office of the INCITS Secretariat in Washington, DC:

Individuals planning to attend the formation meeting should notify Deborah Spittle (dspittle@itic.org) by April 14, 2008.   Teleconference access can be provided if it is requested by April 14, 2008.

Call for Members of INCITS/PL22 - Programming Languages

Participation in the standards activities of INCITS is open to all directly and materially affected parties that meet attendance and voting requirements and pay the designated service fees.  Requests to establish membership (voting or advisory (non-voting)) can be directed to Ms. Deborah Spittle (dspittle@itic.org).  All attendees at the formation meeting or the second meeting shall be considered voting members of INCITS/PL22 unless they have requested advisory membership.
