Title: Proposal to correct Unihan property categories

The Category for "kHanyuPinlu" property in Unihan was incorrectly
assigned as "Dictionary Indices". This should be changed to "Readings".
Records for this (in Unicode 4.0.1) property have both readings and
associated frequencies. This data is the best "Reading" data
currently available in Unihan for Modern Standard Chinese.

The Category for "kXHC1983" property in Unihan was incorrectly
assigned as "Dictionary-like Data". This should be changed to
"Readings". Records for this new (in Unicode 5.1) property have
both mappings and associated readings, just as "kHanyuPinlu".

New properties such as "kHanyuPinlu", "kXHC1983" and "kHanyuPinyin"
are intended to provide source mappings for Modern Standard
Chinese readings consolidated in "kMandarin".

Published Unihan properties with Category "Readings" now include
the following: kCantonese, kHangul, kJapaneseKun, kJapaneseOn,
kKorean, kMandarin, kTang, kVietnamese.
