Rationale: The existing text is too vague about the sources for supplementary data. My take is that you should come right out and say when Unicode *isn't* going to step up to the plate. (It also avoids the jarring "to make X correctly" construction, which is too similar to "make X correct"). ------ earlier in section 2 Script property values other than these three special values ==> All other script property values Rationale: Shorter, and I find it easier to read, since "All other..." is a common way to continue after a list of exceptions. To my mind it makes it easier to pick up the "explicit" as the key part of the sentence. ------ Headers: I would add 2.1 Special vs. Explicit Script Property Values right after 2 Usage Model Rationale: While section 2 in toto may be the usage model, the unnamed subsection below the 2 Usage Model text is is focusing on only one aspect.
