Subject: UTC Agenda Item: Minutes

We periodically get slammed for not having minutes more recent than a year or so. For example, see below, where we are more than a year out of date.

Yet we have pre-preliminary minutes available very shortly after each meeting. What I suggest we do is to go ahead and publish that document as Unofficial Minutes to http://www.unicode.org/consortium/utc-minutes.html, but with a strong caveat at the top of the document, like "The following represents a preliminary transcription of the minutes of the UTC Meeting. It has not been reviewed and verified, nor approved as the minutes, so there may be errors."

Current status of http://www.unicode.org/consortium/utc-minutes.html as of Oct 18, 2010

UTC / L2 Minutes   Status   Location   Dates
UTC 120 / L2 217   Pre-preliminary   Redmond, WA   August 10 - 14, 2009
UTC 119 / L2 216   Pre-preliminary   San Jose, CA   May 11 - 15, 2009
UTC 118 / L2 215   Approved   Mountain View, CA   February 2 - 6, 2009

In addition, the same numbering scheme should be used for Minutes as are used in Ken's spreadsheet. That is, always 3 digits for the action number: "A017" instead of "A17".
