Subject: Add missing UCA documentation


In the UCA documents (UCA itself, and an html document in the
data directory), there is missing text and/or documentation
for the following. There should be an action to include these
in a proposed update.

Descriptions of:

a) the interaction of case levels and hirgarana quaternary
   with the strength and alternate parameters.

b) the shifted-trimmed and ignoreSP values for the alternate
   parameter in Table 14.

c) the derivation of fractional weights for implicit weights

d) the use of prefixes in fractional weights,
   such as 006C | 00B7; [, DB A9, 05]
