Request to move the Malayalam Sign Para from 0D65 to 0D4F

At the 2014 Feb UTC meeting, Malayalam Sign Para was accepted for 0D65. This is one of the 0?{6,E}{4,5} codepoints reserved in other Indic scripts for the danda-s currently unified to 096{4,5}. Already we have a request (L2/14-083) to encode Bengali danda-s which is insufficiently justified. It is hence advisable IMO to leave the reserved-for-danda codepoints alone as long as possible.

Also, there is currently a hole at 0D4F in the Malayalam block. At the time of the Malayalam Sign Para proposal, this was occupied by Malayalam Chillu LLL. However, the concurrent proposal for Malayalam Chillu Y had requested that Chillu LLL be relocated to 0D56 to be close to the proposed Chillu Y at 0D55. This was accepted, creating the hole at 0D4F.

I hence request that Malayalam Sign Para be moved from 0D65 to 0D4F to leave the danda-related codepoints alone and to fill the hole at 0D4F.
