Opt Subject: Syriac appears to be missing various combining characters

In communication with Kamal Mansour, I found that various diacritical marks are used in modern Syriac script, but the Unicode standard does not specify how they should be represented in text.

For example, there are apparently diacritics that appear like tilde above and below, a macron-like character, ring above and ring below marks, etc.
