TUS 8 chapter 12.5 is called "Oriya (Odia)" and contains this:

The preferred Latin transcription used in India for this script has shifted to
the spelling Odia (as shown, for example, by changes to the Indian
constitution). The Unicode Standard retains the traditional English spelling
Oriya in discussion, to minimize the potential for confusion when referring to
immutable, standardized character names in the standard, which were assigned
long ago.
