change dtd version in xml files

change the dtd versions in xml files from 1.4 to :
http://www.unicode.org/cldr/data/dtd/ldml.dtd
http://www.unicode.org/cldr/data/dtd/ldmlSupplemental.dtd
which points to the latest one - this should be ok as dtd is backwards
compatible. It saves having to update all files with each release.

In trying to close some of Ram's bugs-to-review, I came across this. The CVS log indicates that Peter did make his suggested fix, but that since then, the files have been overwritten to state
<!DOCTYPE ldml SYSTEM "http://www.unicode.org/cldr/dtd/1.5/ldml.dtd">
which isn't wrong, but contrary to Peter's original intent.

Clearly, there no way Peter's original fix will make it back into 1.5 nor 1.5px.

I suggest 1.6, and if you want, assign it to me -- as it would serve as a pretty bold introduction to my use of your CVS tools. There's nothing like changing all your data files first time around.

Your original request was overridden in the committee. We need to have a stable reference to a versioned dtd in any released data.
