Missing and/or unconfirmed collation data

There are a number of languages in CLDR for which we currently have either no
collation data, or the collation data is in an unconfirmed state.

I would like to propose that we bridge the gap by using data from the collation
tables that are freely available at
http://developer.mimer.se/charts . We have used their collation data in the
past and I consider them to be a pretty reliable source. Most of their tables
also have references to an appropriate dictionary. In any event, I think that
their data is certainly better than "no data", which is where we are currently.

The following languages are the ones that IBM cares about that have insufficient
collation data in CLDR, and for which we are willing to create the necessary
collation data in CLDR based on the MIMER charts.

Georgian, Armenian, Swahili, Welsh, Bengali, Kannada, Konkani, Malayalam,
Marathi, Nepali, Oriya, Punjabi, Tamil, Northern Sotho, Tswana, Southern Sotho,
Xhosa, Hausa, Igbo, Yoruba, Wolof.

Key is to do minimal collations; if same as UCA, they'd be empty.

Notify us as you go along when there is a change from what CLDR has now.
