Arabic standard collation rules fix

Teh marbuta is identified with teh in the Arabic collation rules.

<i>ت</i> arabic letter teh

Identifying them by "<i>" is inappropriate. There should be a second
level weighting difference. In addition, this does not automatically
tailor preshaped Arabic characters. Even though preshaped Arabic aren't
recommended to be used, the collation tailoring should still deal with them.

Given that TEH is the ordinary variant and TEH MARBUTA is a secondary variant the tailoring should be:

Not done, and I agree with this. Mimer has TEH MARBUTA as secondary after TEH. DUCET has xFE94 and xFE93 as just tertiary differences from TEH MARBUTA, so they should be pulled along with it.
