I have received a comment that those characters originate from CNS 11643, and therefore should be treated like the fullwidth versions rather than like the Basic Latin versions.

I propose the following changes to the data file:

That sounds right: the SMALL characters are full width but normal-sized, whereas the FULLWIDTH characters are full width and the size of an ideograph.
