U+4E00 needs special treatment, because unlike all other ideographs it rotates: it is a vertical line in vertical orientation, a horizontal line in horizontal orientation. Consequently, the characters derived from it, namely U+2F00 (KangXi radical), U+3192 (superscript), U+3220 (parenthesized), U+3280 (circled), U+1F229 (squared) also need special treatment.

U+4E00 never rotates. It's just like other ideographs. Maybe you are confusing it with U+30FC?
