I received a comment that the transformation of the small kanas in vertical text is not only desirable, but is in fact necessary.

The appropriate changes would be change the East Asian Orientation property from TK to T and to remove the TK property value.

This seems a sensible change to me. Any objection?

Folding the TK property into T seems appropriate.

With regard to the cl-11 class, given that hiragana and katakana are given their own classes, cl-15 and cl-16, respectively, wouldn't it make sense to split the cl-11 class into two classes for the same reason?

The current classes follow JIS/JLREQ, but the draft already has created subclasses. We can continue down that path, and create cl-11.1 small Hiragana and cl-11.2 small Katakana. The corresponding change to the datafile would be:

- current cl-11 in range 3041..3906 -> cl-11.1 small Hiragana
- current cl-11 in range 30A1..FF6F -> cl-11.2 small Katakana
