I note that in the latest revision of UTR #50 (rev.5 dated 2012-05-17) that the properties for Yi have been corrected to "U U U", but I am disappointed to see that the properties for Phags-pa are still incorrect:

L U R A840..A87F Phags-pa

The glyphs for Phags-pa in the code charts are vertically oriented, and rotating Phags-pa glyphs 90 degrees clockwise as "R" requires would produce unjoined Phags-pa text with each glyph upsidedown with respect to normal horizontal layout of Phags-pa (in which the Phags-pa glyphs are rotated counter-clockwise 90 degrees wrt to the code chart orientation). This is very wrong, and would result in unreadable Phags-pa.

Phags-pa has exactly the same text layout as Mongolian (top-to-bottom vertical columns running left-to-right across the page) and similar shaping behaviour to Mongolian (adjacent Phags-pa glyphs in a syllable unit ligate along a vertical axis), and should therefore have exactly the same properties as Mongolian:

L U U 1800..18AF Mongolian

I therefore recommend changing the properties for Phags-pa to:

L U U A840..A87F Phags-pa

I'm not an expert of Phags-pa, but I found a few printed matter mixing Phags-pa and Hanzi text.
The recommendation assigning U to MVO would be reasonable.

About horizontal writing mode, I don't have good evidence. Because of the vertical stacking ligature of Phags-pa,
the height of the grapheme of Phags-pa would be much varied. To prevent the inconstant linegaps, the rotated text
would be appropriate, in my understanding. However, yet I've not found a sample CJK book including rotated
Phags-pa text.
