New draft Revision 9 data?

I noticed the new draft UTR50 Revision 9 was published. The announcement says:

and the draft has Modifications section with the following description:

Characters moved from U/T to R: 00B6, 02E5..02E9, 2018..2019, 203D, 2044, 2102, 210A..210E, 2110..2112, 2115, 2119..211D, 2124, 2128, 212C..212D, 212F..2131, 2133..2134, 2322..2323, 23B4..23B6, 23BA..23BD, 23CE, 2423.
Characters moved from R to U: 00B1, 00D7, 00F7, 221E, 2234..2235, 10980..1099F.
Characters that were undefined and are defined as R: E0000..E007F
Characters that were undefined and are defined as U: FFFC, F0000..10FFFF

However, section 6 Data File says “This section is not updated for this draft yet.” and the data file is old, the mvo data is not updated since revision 6.

To review the updated data, I created a modified version of the data file reflecting the Modifications section.

I found the following problems in the updated data:

The value U for U+2329 〈 LEFT-POINTING ANGLE BRACKET and U+232A 〉 RIGHT-POINTING ANGLE BRACKET was obviously an error but not listed in the modifications.
U+00B6 ¶ PILCROW SIGN is listed in the characters moved from U/T to R, but U+00A7 § SECTION SIGN is still U. I think if the value U for SECTION SIGN is chosen by the priority “first to match existing practice in Japanese context”, PILCROW SIGN will be also U because of same reason or because of “For characters that are not generally used in such environments, similarity to existing characters has been taken into consideration.”
U+2016 ‖ DOUBLE VERTICAL LINE is still U. I think this should be moved to R because U for this character does not match existing practice in Japanese context since Japanese fonts usually have rotated shape as vertical glyph for this character.
U+2102 ℂ DOUBLE-STRUCK CAPITAL C, U+210A ℊ SCRIPT SMALL G, etc. are listed in the characters moved from U/T to R, but some similar characters are not listed there:
