They are encoded as combining marks applied to the base letter - U+0313 COMBINING COMMA ABOVE for the smooth breathing and U+0314 COMBINING REVERSED COMMA ABOVE for the rough breathing. For the smooth breathing, there is a canonically equivalent character created for Greek, U+0343 COMBINING GREEK KORONIS.

When combined with Greek capital letters, U+0313 and U+0343 should be rendered before the letter, while they are rendered (roughly) above for Latin script letters. If a smooth breathing is to be rendered before capital Latin script letters, one should use U+0486 COMBINING CYRILLIC PSILI PNEUMATA, as in the older Egyptological i҆ I҆. Unfortunately, the combination <U+0049, U+0486> often does not render properly.
