Draft #5 defines Horizontal Orientation property, that's a great progress and I want to thank to everyone involved. But I've got a question as I see the data.
Mogorian are MVO=U and HO=L. That makes sense to me, in vertical flow it's drawn as in the code chart, and in horizontal flow it's rotated CCW.
Can someone please enlighten me what to do with Phags Pa? They are MVO=R and HO=L in the table. If I understand correctly, that means the orientation shown in the Unicode code chart is never used; rotate CW in vertical flow and rotate CCW in horizontal flow, resulting 180 degree differences by flow.
Is this the intention, an error, or my misunderstanding in the property definitions?
