Windows 3.1 TrueType is NOT insensitive to Unicode. In fact it uses
Unicode values in its cmap table.

But it assumes text coming in is in code page 1252 (see Unicode vol 1)
and so stuff gets mapped to Unicode with that assumption.


PS: Russian Windows uses 1251
