Section 3.7 of The Unicode Standard, Version 2.0, defines the
"Unicode scalar value", ranging from 0 to 10FFFF hex. This value
can directly represent any character in planes 0 to 16. In the
context of HTML numeric character references, the Unicode scalar
value must be expressed in decimal.
