In addition to what Ken has said, I think we also need to ask the question
of what the current state of practice is with respect to actual encoding and
font support. If existing implementations are biased towards an assumption
of precomposed encoding of symbol with middle tone mark, then we need to
recognize the need raised by compatibility with existing practice.
