A couple of years ago there was a little tool called tcs, for converting
to and from a number of character sets. I have the sources at home,
but was not able to locate more resent versions. It supports various
forms of JIS, BIG5, etc, and a whole lot of 8-bit sets. I have worked
my self on extending it for ISCII (Indian scripts).
