Yes. It's used extensively in China, at least. It's possible to write
numerals using a Western-style place system and ideographs for the
individual digits (e.g., U+4E00 for a digit "1"). In such a case, it's
more common to see U+3007 for a digit "zero" than the ideograph for zero.
(Dates such as year numbers tend to do this a lot.)
