This thing is SUPPOSED to be achievable as the standard stands now. It was
discussed an considered long ago, but I can't recall what the resolution was,
and I can't find a mention in the book. It's either considered a glyphic
variant that would occur "naturally" in fonts supporting Marathi, or can be
encoded by some particular combination (which I can't recall).

It should not be added. The documentation should make a clear statement about it.
