ftp://crl.nmsu.edu/CLR/multiling/character-sets/csets-1.1.tar.gz
contains a csets-1.1/TIS620.TXT - you basically subtract 0x0D60
(0x0E00-0xA0) from your Thai characters to get their TIS value.
I don't know if there is any substantial difference between the
2529(1986) and 2533(1990) editions of TIS 620.

I hope that Mark Leisher's tables will be picked up to complete the
