  I think what you need is not EUC-TW(encoding) : UCS-2 table, but CNS
11643-1992(character set) : UCS-2 table. UniHan.txt at
ftp://ftp.unicode.org/Public/Mappings/EASTASIA seems to offer what you
want, doesn't it? With that, it should be easy to write a converter
between EUC-TW and any of UCS-2 encodings.

   Isn't it 4byte with leading 0x8E and the second byte indicating plane
in CNS 11643-1992? Anyway, that should not make it any more difficult to
write a converter between EUC-TW and UCS-2.
