Given the information that has come forth about this
Bengali "candra e", it sounds like a valid candidate
for encoding.

The most straightforward thing to do is to simply
encode U+09BD BENGALI LETTER CANDRA E.

One of the reasons the Unicode Indic charts were laid
out the way they were was in acknowledgement of the
ISCII-based cross-transliteration practice for the
various Indian scripts -- knowing that we might have
missed some existing letters used in transliteration,
or that new letters might even be added to facilitate
particular instances of transliteration among the
Indian scripts.

I would suggest that one of the proponents of this Bengali
letter fill out the WG2 proposal summary form and submit a
complete proposal to UTC and/or to WG2 for this.
