An excellent, though maybe somewhat complex proposal is already
available on the Unicode site <http:/www.unicode.org>. Look
for Technical Report # 10. Although complex, this complexity is
neccessary to sort the languages covered by Unicode correctly. Sorting
Esperanto is simple compared with the requirements of some Indian
languages or, for example, Chinese. The proposal does not add any
character to the Unicode standard, as that is not necessary.
I'm working on some software that implement this algorithm, but
it is still in a very premature state.
