The whole point is this:
1. In some Spanish-speaking locales <ch> MAY sort after <c> and
before <d>, and in other locales <ch> MAY sort after <cg> and
before <ci>, and your software MAY have to be able to deal with
either possibility.
2. Culturally correct sorting has NOTHING to do with character
encoding.
