You can use http://ftpsearch.lycos.com/ to find existing mirrors.
Search for entries like "UNIDATA", "ftp.unicode.org" or
"UnicodeData-Latest.txt".

BTW, 2.1.8 is also old. The latest is 2.1.9 :-).
