This is consistently the case only in North America. In the UK
and other parts of the English-speaking world, 10^9 is a _milliard_
and 10^12 a _billion_, _à la française_. Modern usage, however,
is shifting toward _billion_ and _trillion_. To avoid confusion,
the British media tend to use _thousand million_ and _million million_.
