What Ken means is yes, Kildin Sámi can manage without EM WITH DESCENDER
because they don't use EM WITH DESCENDER. They use EM WITH TAIL. So Kildin
Sámi will not be covered by Unicode 3.0. Details and glyphs will be found
in the Irish ballot on FPDAM 31.
