Sorry for the delay in responding.
 
The range given on the MSDN site is incorrect. It looks like someone copied
F848 as FB48 (mistook the '8' for a 'B').
 
By the way, we are considering removing the mapping ranges from our
documents, because we can't gaurantee that they won't change or be different
on some systems (although we do our best to avoid such changes). We
encourage people to use the Win32 conversion routines WideCharToMultiByte
and MultiByteToWideChar, which will map PUA <-> EUDC correctly on the
appropriate platform.

Please notice that part of the range F6B1-FB48 is out of the Private Use
Area [U+E000 U+F8FF] and conflict with Compatability Area and Specials

It will be nice if Microsoft can limit the mapping of EUDC within the
