Excellent!
 
This means that it's now up to the font producers to implement this
editorial change in their Unicode fonts (e.g. Arial Unicode MS and
Lucida Sans Unicode).

If Microsoft/Monotype added the open theta at U+03D1 and the closed phi
at U+03D5 to the Arial, Courier New and Times New Roman fonts (regular,
italic, bold, bold italic), I'd be happy! :) Maybe for Windows 2000?

Remains the (re)introduction of the named entity GREEK PHI SYMBOL
into the HTML4 specification and (sorry Kenneth) the change of
the following lines in the MAPPINGS/VENDORS/ADOBE/symbol.txt file:

03C6 66 # GREEK SMALL LETTER PHI # phi
03B3 67 # GREEK SMALL LETTER GAMMA # gamma
03B7 68 # GREEK SMALL LETTER ETA # eta
