Either present in some standard that I have never seen, or pushed for
vehemently by the Slovenian national body on the DIS ballot for 10646 for
some kind of one-to-one transliteration between Serbian and Croatian, even
though the title-case variant makes the model unworkable anyway.
Fortunately normalization turns them into what they are supposed to be.
