The guidelines I use are, whatever the font size is in the West, I
add 2 points. So 8 pt. becomes 10pt., 10 pt. becomes 12 pt. and
so on.

Also, perhaps it has changed in more recent versions of Windows,
but we had the experience that MS Sans Serif was not available on
all language versions, so we look at a number of language versions to
make sure that the fonts specified in fact exist on each language
version of Windows, and/or we define the font names to use in each
 locales.
