Van Wingen insisted that the MES-1 be nothing more than ISO 6937 +
Icelandic and euro symbol support. Apparently this is because he doesn't
want the Netherlands police system to upgrade very much, but that's just a
guess.
Most of us (i.e. the members of the Workshop) preferred the MES-3, which is
full Unicode support for the scripts of Europe. It doesn't do anyone any
good to complain about what the Workshop came up with; CWA 13873 is what it
came up with, for good or for ill.
