Version 3.1 of Technical Report 6 "A Standard Compression Scheme for
Unicode" (SCSU) has been released at:

http://www.unicode.org/unicode/reports/tr6

The technical specification is unchanged, but a recommendation for use of a
signature sequence has been added in section 8.4.
