  Hmm, isn't it UTF-8? How much longer should we live with legacy
encodings like windows-125x? I wish it were not Windows-12xx but
ISO-2022-compliant legacy encodings that coexist with UTF-8 on the wire
during the interim period. If Windows-125x repertoire in C1 is in bad
need, why not use UTF-8 instead?
